Carlos Eduardo Cuellar, Jr. was born November 6, 1947 in Los Angeles, California to Carlos Cuellar, Sr. and Elisa Mejorada. He proudly served for 5 years in the United States Marine Corps during Vietnam and was a Purple Heart Recipient. He earned the Rifle Sharpshooter Badge, the Combat Action Ribbon, the National Defense Services Medal, Vietnam Service Medal, Vietnam Campaign Medal, and the Vietnam Cross of Gallantry.

 He later enlisted with the United States Army, proudly serving for an additional 5 years, and was a member of the AmVets Post 78 in Rockaway Beach, Missouri.

He worked as a manager of used car sales in Houston and later co-owned a PADI Dive Center with his long-time companion, Susan Dearing. Both were scuba diving instructors, and taught diving and snorkeling at a major hotel in Manzanillo, Colima, Mexico.

 Carlos was instrumental in setting up a not-for-profit organization, “Clean the Beaches, Yes We Can!” which was later taken over by the city of Manzanillo, and continues to this day. He also worked with the federal and local government, to install an artificial coral reef, and worked with the Mexican Discovery Channel, to film a special about diving the Pacific Coast.

Along with his partner Susan, he worked with two humane societies in Manzanillo, and helped to rescue, spay and neuter, hundreds of dogs and cats.

Carlos entered into rest on Sunday, January 24, 2021 at his home in Rockaway Beach, MO. He was 73 years old. He was preceded in death by his parents. Carlos is survived by his two sons, Mark Cuellar of San Antonio, TX and Shan Cuellar of Houston, TX; his sister April Levine, and niece Jessica Levine, both of Guadalajara, Mexico, and his partner, Susan Dearing-Albertson of Rockaway Beach. Memorial services will be February 10, 2021 at 1:00 P.M. in Snapp-Bearden Funeral Home and Crematory, Branson with military honors.
